The Rastvellan Court
The Rastvellan Court is the center of politics in The Tangled City. It is also, however, the primary organization directing the animistic order of the Rast, forming both a governing and religious body. The Lord Overseer is the primary director of policy, able to enact any law at will, assuming the Speakers do not overturn it. However, as the individual seen as closest to the Rast symbolically, he or she is considered unable to objectively and effectively direct its worship. For this reason, the Grand Speaker is the head of religious affairs, and leads the rest of the city in such practices.
The rest of the Court is made up of high-ranking or influential Rastvellan citizens. Those with the most wealth or the most prestige in their field are often present at meetings of the Speakers or audiences held by the Lord Overseer in Velkogn. Attendance to these events are by invitation only, the Speakers, and sometimes the Overseer himself, deciding which individuals are worthy, and said invitations are a highly sought-after mark of status among Rastvel’s elite. While attendees at these meetings have no actual political power, their presence indicates that the Court has respect for their opinion, and they may have opportunity to influence the decisions made therein.
Actual Court meetings are serious, somber affairs. All present are expected to dress in the complex forest-green robes used in Rast rituals, with an optional hood and cowl for those who wish for their opinions to remain anonymous. It is said that the most important meetings, particularly those in which the Lord Overseer has a major hand, are held in complete darkness, with ceremonial candles blown out before the discussion begins to symbolize an invitation to the Rast itself.
